Graph admission, simulator dispatch, and Fabric matching must all resolve the
same registered `OperationSchemaId`. An HSG descriptor may narrow where a
schema can be physically shared, but it cannot make an unregistered actor
canonical or reinterpret the schema's semantic projection.
